NEWCASTLE (Pa.), May 17.—A large portion of Newcastle is under water eight feet deep and it is still rising. All of the boats in the city are being used to rescue people from the second stories of the factories and mills which are flooded. Several planning mills have been washed away and a number of houses moved from their foundations. Loaded cars are being run on the bridges to keep them from being washed away. The water rose so fast that the prisoners in the lock-up had to be rescued by the fire department.
